Answers:    If a dune uses the Chex System they will usually check it before granting the guard account.

It could be possible that you slipped through the cracks, but i doubt that's what happen.

In my opinion, any the bank you get the account next to doesn't check Chex, or the bank you owed the money to removed you from Chex once you remunerated them.
