Also, can a lien be placed on property that is as one owned (on deed) not on loan.

Answers:    They probably could freeze/levy your guard account - though if the explanation is held in two name with someone else as the primary (that is not also on the card account), it might not be allowable to freezing/levy it. The practical article to do if you are worried is to pull the majority of your money out, disappearing only plenty to keep it instigate.

The collecting SOL in NC is 3 years for both start on and written (though a credit card is open).
