Isn't it unsanctioned for a collection agency to tack on new fees to a debt? I was simply contacted by a collection agency about some unpaid parking

I was simply contacted by a collection agency about some unpaid parking tickets from when I go to ASU. They said the debt was at $286. I consequently contacted ASU, gave them my license plate number and asked what I owed and they said $210 and that If i required to I could pay them the $210 right afterwards and they would contact the collection agency. I just received the dispatch from the collection agency about the $286 and I estimate what I'm going to do is pay the $210 straight to ASU and consequently write them a dispute letter for the $286. Is within anyway they can come after me for the extra $76 that they're trying to collect. For some reason I remember audible range that collection agencies cannot add any more fees to your debt. The collection agency are entitled to put in as much as they wish to your debt, that's how they receive their money.
It is actually the ASU who are at failure here as they should not be accepting money from you now it have been passed on to the collection agency. Legally you owe the total $286 and in attendance is no way around it.
the fact is if you don't recompense a debt it gets sold to a collection agency. they procure the amount owed plus they charge a fee and they hold a right to. there isn't much you can do in the order of it. you should have remunerated it in the first place.
