Transfer the balance to a 0% card. Cut up the Permier Bank card and send it support to the with CANCEL.
Cut the card up and mail it back to them next to a note to cancell your account immiedately and notify the credit agencies that you the customer closed the description.
If you've never used it and these are just the fees they've added after cut it up and send it to them along with a write down, "certified", that way you get a bill and you'll know exactly when they receive it back. If you've used it, unfortunately you enjoy to pay what you've charged and what they already had on the card when they sent it to you because using the card is your taking up of the fees.
