How can I lower the APR after two past due payments? In January I reported my credit card missing (Citibank) and had it

In January I reported my credit card missing (Citibank) and had it canceled. A replacement be sent to my house but because I was away at college I wasn't competent to come home to activate it so it in recent times sat near for a month or two.
During the time, I kept checking my account to product payments but I couldn't because the card wasn't registered. I was open-handed of confused since this was first credit card.
So when I finally did come home to set in motion my credit card I got charge 2 behind fees and my APR of 16% shot up to 31%.

I was going to phone up the company and ask explain to them the situation but got so busy so didn't.
Now after 4 months my APR is sloooowly going down to a 29%

Is in that anything I can do to talk to the credit company to explain to them what happen? Or is too late and I inevitability to wait the 6 months to take home my case?

Thanks
