Lets worry about getting to plane 2 first. To reach level 2 you must own 250 total points. If you drop below that you will again be on level one. You may answer and vote on 20 questions a year giving you 2 points and 1 point respectively. Once you reach level 2 you will know how to rate others with a thumbs up or down but you will receive no points for that. You will get zilch but your own satisfaction for reaching the next plane and helping others in the process. The link will grant you the point system and how it works.
