Ask the local financial institution there as different compliance issue and laws contained by different country. Try to search for international bank website such as Citibank and HSBC. If you're an Iranian, this will probably be quite difficult. The US trade embargo means that no US businesses - including credit card issuers but beside certain exceptions for pharmaceuticals and luxury goods - are permitted to do business within excess of $20 million a year in Iran. American firms will not even ship packages there. So if you're an Iranian, living surrounded by Iran, you probably *can't* get a Visa.

I am not aware of any foreign credit card issuers that do business with Iran any. I am also not aware of an Iranian banks that issue credit cards. I do not believe the Iranian economy is sufficiently robust or modernized to accord with widely available consumer credit.
