Answers:    Every state have a collecting statute of limitations (SOL) for money debts (though government/state debts have no SOL)

Once a past due debt is ancient the collecting SOL the debt is legally dead.
Even though a debt may be previous SOL a collector may still try to sue, illegally, hoping for an easy evasion judgment if the debtor fails to respond to the suit.
It would be up to the debtor at that point to answer the summons and include an affirmative defense of SOL.

If a debt is beyond the SOL and the creditor sues, you can use the SOL as an affirmative defense to not paying the debt. In a few states, debts beyond the SOL can't be collected but that isn't true within most states. In most states, collectors can hound you to the grave trying to collect.
