As long as the description in not delinquent and you don't close the account, a exotic card is always issued before the mature one expires. Reporting to the credit bureaus and all other terms would not modification simply because you relocate. I'm not sure your relocation would disqualify you for a new card, but that doesn't really matter.
I don't believe the credit reporting ever "stopped", your report would in recent times reflect no recent activity.
If you be gone more than 10 years, you may have a problem because that is the extent of reporting, which would essentially variety you a credit risk due to having no credit.
But, if one of your credit companies still think you are a well-mannered enough risk to send you a trial card, that should be on your report.
