As tourist and i involve international debit card so i will be capable of use the card everywhere next to a local atm? I am a student / tourist and nowadays i am looking for

I am a student / tourist and nowadays i am looking for an international debit card so i will know how to transfer via my paypal statement money to a a debit card account and afterwards to annul cash money from any Atm tool around the world.
I know about one or two that fix a matter and trusted however i know there fees and Charges are too expensive .

P.S. - I don't want to use a regular credit card anymore. as a student its not suitable for me anymore.

American Express is by far the best overseas. They have office everywhere. Also, FYI, you can have culture write you in credit of your itinerary to any American Express office and they will hold your letters for you.
